The gap

Every system that evaluates permissions, trust, and authority does so through bespoke mechanisms — access control lists, certificate authorities, policy engines, audit logs — that are not structurally unified. There is no architectural umbrella primitive that every mutation must pass through, no single structural test for whether a system implements governed operation.

This fragmentation means that a mutation admitted by one subsystem may bypass another, and there is no way to evaluate whether a given system architecture implements governance at all — it is always a matter of configuration, not structure.

The invention

The five-property governance chain — the architectural umbrella primitive: every mutation passes (i) authority-credentialed observation, (ii) evidential weighting, (iii) composite admissibility evaluation, (iv) governed actuator execution, and (v) lineage-recorded provenance, with recursive closure such that every primitive output re-enters the chain.

Recursive closure ensures that observations generated at any primitive's output feed back into the chain as new authority-credentialed observations. Hierarchical composition applies the chain across nested world models. Technology neutrality ensures the chain is defined at the architectural level independent of specific cryptographic or hardware implementations. The inventive step

Prior art treats governance as a configuration or an access-control layer. The governance chain treats governance as a structural property of the architecture itself — every mutation, at any layer, passes through the same five-property pipeline. There is no bypass, no special case, no configurable exception. The architecture is governed by construction.

The departure is that the governance chain is not a component or a service — it is the recursive structural property of every mutation in the system, from a spatial mesh observation through a cognitive evaluation through a physical actuation.
