The gap

A bilateral exchange between two agents has to close somewhere, and prior settlement architectures assume that somewhere is a third place. A clearer reconciles the two sides; a consensus round commits the result; a standing session, negotiated before either party transacts, carries the account relationship and the keys. The authority that makes the exchange final sits outside the two parties to it.

The consequence is that strangers cannot settle. Two agents that have never encountered one another, share no account, and hold no session key have nowhere to take an offer and a tender — identity is assumed to arrive by enrollment, and finality by quorum. An exchange carried across an intermittent link, where the answering observation may arrive only after a disconnection, has no place to wait.

The invention

Settlement is the recognition of a matched pair (600): a first governed observation carrying an offer, a tender, a claim, a demand, or a commitment, and a second carrying an acceptance, a counter-tender, an acknowledgment, a refusal, or a fulfillment — recognized by a pairing rule within a spatial proximity window, a temporal proximity window (602), or both, as the governing policy object declares. The pair binds into a settlement record (604) comprising the two signed observations, a cryptographic binding over both, and an attestation of the window, so that a downstream consumer verifies the settlement from the record alone. Finality attaches at the moment the pair is recognized and admitted.

Two properties follow from that construction. Identity travels with the observation by continuity rather than enrollment — a successor hash and a continuity vector, tested by a trust-slope validator — so a party that has never met the counterparty may still form a pair. And no third place is consulted: no intermediary participates, no centralized consensus is computed, and no pre-negotiated session state precedes the pair. Each party appends its own settlement-lineage entry (606) to its append-only lineage field (104), from which its transaction history is reconstructible without recourse to the counterparty and without recourse to any registry.

The inventive step

The departure from prior art is where finality lives. Where existing settlement is a judgment an external authority applies to an exchange from the outside, here finality is a property of the paired observations themselves — recognition and admission of two signed structures, within a declared window, is the settlement. There is no round to reach and no clearer to route through, because the record the two parties sign is the thing that closes.

Above the pair sits graduated admission: a settlement admissibility evaluator returns exactly one of admit, gate, defer, solicit, reject, or escalate, weighing authority, continuity, freshness, and corroboration. Non-acceptance is metered rather than adjudicated — a refusal is itself a governed observation, its meter increments merit-independently, and on reaching its bound the refusing party's settlement-binding authorization moves to a withheld state while its capacity to observe, to determine, and to refuse is left intact. Escrow depth is bounded so conditioned custody cannot nest without limit, and an offer whose answer has not arrived is held as an orphan in a deferral queue, settling nothing and binding no one until it pairs or expires.

Alone, and in composition

On its own, matched-pair settlement is a bilateral closing mechanism for agents with no prior relationship. Content rides under an escrow custody record whose release condition is the completion of the declared pair; the escrow depth of successively conditioned custody is bounded above; an unanswered offer waits as an orphan through a store-and-forward disconnection and completes identically once its counterpart arrives; and a chained settlement dependency rolls back downstream only, leaving settled links of lesser index standing.

In composition, the pair is the primitive every governed state transition closes through. A demotion of a counterparty record and its consented forgetting is effected only as a matched pair; a promotion or a transfer of a settlement-binding authorization is escrowed on the completion of one; the reparation exchange of the restoration procedure runs as a pair, the authorization gate (300) moving from its provisional granting state to its granting state on recognition; and reliance read from a provisional marker narrows the escrow depth and chain length a party will place or accept. Each of these is a state change, and each is made to happen by the same act of pairing.
